There are some decent Ford Racing 303 cams and some aluminum heads if you can afford them that might do the trick. Bam would know better. That is my stab at it.

What year is the Mustang?
Does it have a roller cam?
Fuel injection or carb?
Stick or Auto?
Rear gear ratio?
How much money can you throw at it?
Can you do the work yourself?

There probably other questions, but these come to mind.

In my opinion you need a big small block (stroked 351) with an OD tranny. then you can have both more power and better mileage. Anything else will increase one at the expense of the other. BAM is or resident FORD guy when it comes to small blocks; may be he can lay out a good build using bone yard parts that once rebuilt can make reliable power with an overdrive transmission cutting your engine RPM's by a third saving you a third of your cruising mileage.

Like was suggested a explorer motor from the junk yard a stock H.O cam or an e-303 cam because its cheap some 1.7 pedalstal mount rockers and the trick flow spring upgrade kit. This will run 12's all day carbed with a 650 if were talking fuel injected 24lb injectors matching MAF and the explorer intake with a 70mm TB. I put one of these together for my Dads Falcon and it has run mid 12's and I have less than $1000 in it but I did score some awesome deals putting it together.

If you can swing the windsor it is a much stronger motor with alot more room to grow. But it will need specifc headers, oil pan, and some mounting acc brackets. If you are starting from scratch and have no current parts and don't mind spending alittle more take the cubes and the strength of the 351W.
